Kaliningrad Regional Energy Efficiency Centre

Kaliningrad Oblast is part of the Baltic region, developing rapidly due to both the na-tional and international focus connected to the EU extension, the international co-operation on energy and environment related issues around the Baltic Sea, and the growing efforts connected to the Kyoto Protocol and Joint Implementation.

Kaliningrad Regional Energy Efficiency Centre (KREEC) is a focal point for energy effi-ciency for Kaliningrad Oblast. The Centre is a non-profit able, non- governmental organization established and operated in a close co-operation between Kaliningrad Regional Administration, Kaliningrad City Administration and Yantargosenergonadzor.

KREEC was founded and started up its activities in the spring of 1999 and has since proven its ability as a catalyst in the introduction of energy efficiency in the Region. The Centre is an independent local coordinating organization, working to make the best of the scarce re-gional resources, strengthening the expertise of the Region.

KREEC is working with Energy efficiency including rational structures, energy efficient and environmentalyl clean technology, correct use of technology and effective operation of en-ergy systems, and last but not least understanding and motivation at all levels. The focus areas are heat, electricity, fuels and water.



The Centre's activities

The centre's activities are aiming at the social sector (both municipal and privately owned: housing, institutions, schools, hospitals, kindergartens, public buildings); municipal en-terprises and utilities; the service sector and the industries in the region.

The main activities of the Centre are:

  • Development of baseline studies and measuring programmes for Joint Implementation projects.
  • Energy Management Implementation and conducting of energy audits in municipal buildings and industry, including energy plans and priority lists concerning energy savings, improvement of environment and CO2 polution.
  • Surveys and other inputs to strategies and planning activities in the energy field in cooperation with other local or Russian institutions.
  • Input to the development of the legal and institutional framework for Energy Efficiency in the Region.
  • Participation in projects and network activities within the field of energy in the Baltic Region to gain and sharie up-dated experience.
  • Training activities for energy managers and energy responsible people (operational staff) for the industry and the social sector: institutions, hospitals, schools, other municipal buildings and housing.
  • Information and advice to end users: industries, families, municipalities, and supply companies and utilities, introducing the importance of energy efficiency. Consultations, disseminating in-formation folders (both popular and technical), booklets and advertising material.
  • Seminars and workshops, both national and international on various aspects of energy effi-ciency and environmental problems.
  • Business related services, such as product presentations and arrangement of contact meetings.



    Information about Centre

    KREEC is issuing a newsletter "Energy efficiency" for Kaliningrad and NW Russia, and is editing the Energy Efficiency part of Yantargosenergonadzors quarterly magazine being dis-tributed to all Russia.
    KREEC is a member of the Association of Efficiency Centres in NW Russia.
    KREEC is part of the 24 centres forming the Eastern Climate Change Network providing services in connection with the flexible machanisms of the Kyoto protocol: Joint Implementa-tion, International Emissions Trading and Clean Development Mechanisms.
    Member of the interdepartmental commission on Kyoto Protocol including representa-tives of the Regional administration, Yantargosenergonadzor, Sanepidemnadzor, Kaliningrad Environmental Committee.
    The Centre regularly participates in Russian and international exhibitions and seminars and has developed a large network for co-operation in Russia.

  • Information campaigns (awareness material, folders, video, TV-spot, booklet for chil-dren, and technical information folders and booklet): families, municipalities, industries (1998).
  • Children's drawing competition: Energy and environment seen through the eyes of chil-dren (96 students from schools participated, Kaliningrad, 2000).
  • Seminars: "Kyoto protokol" 2001, "Energy Saving in Russia" 2001, "Energy Manage-ment in residential buildings" 2000; International seminar: "Heat supply and energy sav-ing" Gusev 2000, "Methods for energy efficiency" 2001, "Energy passports in public sector" Kaliningrad 2001, "Multitariff electricity metering as a tool of energy efficiency" Kaliningrad 2002.
  • School competition: A poem, a story or a composition "Energy Efficiency around us". Best compositions were published in a booklet (60 students from schools participated, Kaliningrad region, 2002).
  • Services for organisations developing and implementing energy programmes (LUK-Oil, Kaliningrad Railroad Company, Kaliningrad City Hall, Centre on hydrometeorology and monitoring of environment, 1997).
  • Energy audits of 15 boilerhouses for Kaliningrad city administration (2001).
  • Energy Audit of "Kvarz" company (2000) of "Vodocanal" company and Sea Commer-cial port of Kaliningrad (2001), School no.6 and School no.55 in Kaliningrad (2001).
  • Pilot project on water metering in Kaliningrad City, 11 blocks of flats, including com-putorised central registration system (2001).
